Beyond the tipping point: Time for HS2 to acquire land in earnest

There is a tipping point for every project when certainty that the project will be delivered begins to outweigh the risk of acquiring land and property on a speculative basis. For HS2 the tipping point has been reached. There is no doubt now that Phase 1 of the project will proceed and HS2 Ltd is duty-bound to achieve best value for the public purse. That means acquiring land now.
